FY 2022 Budget Instructions with Budget Cost Indices

The revised Budget Instructions for the next budget cycle are now available. Agencies should use these updated instructions for making revisions to its FY 2021 budget, as well as its request for FY 2022, as advised by the Division of the Budget.  Agencies that are statutorily required to submit a biennial budget (FY 2023) can find a Microsoft Excel salary calculator below for use in data entry into IBARS.

State of Kansas Coronavirus Response Fund

Section 23(a) of 2020 SB 66 appropriates $50.0 million to the Legislative Coordinating Council (LCC) in FY 2020, with reappropriation authority into FY 2021, and contains a proviso that outlines the procedures for state agencies requesting the funds through the Director of the Budget. To begin the process, an agency applies to the Director of the Budget, who is required to submit all applications to the Legislative Budget Committee (LBC). The LBC reviews each request and makes a recommendation report to LCC. The LCC ultimately is the body that would award funding.  The following Microsoft Word application is required for state agencies to apply for funding from this fund and it includes instructions for state agencies on completing and submitting the application:

Kansas Rules & Regulations–Economic Impact Statement for the Division of the Budget

2018 HB 2280 requires the Director of the Budget (Chief Budget Officer) to approve each proposed agency rule and regulation by reviewing the economic impact statement of the rule and regulation before the proposal is submitted to the Secretary of Administration and the Attorney General.  The following Agency Economic Impact Statement Form is required to be used for this process.
